Ozark-Dale County Public Library
The Friends of the Ozark-Dale County Public Library was first organized in 1971 from the Library Committee of the Ozark Service League. This committee consisted of a group of women who saw the advantages of progressive library services in their community. As a result, this group established an independent organization of men and women with the sole purpose of promoting library services through various means. Constitution of the Friends of the Ozark-Dale County Public Library Article I - Name:The name of the organization shall be Friends of the Ozark-Dale County Public Library. Article II - Purpose:The purpose of the Friends of the Library shall be to support the library according to its stated mission to provide free access to a variety of thoughts and ideas with quality services that meet the needs of the community for information, education, and recreation. The Friends shall support library programs, sponsor special public events, maintain book sales, and purchase equipment and materials as requested by the library, and maintain funds for designated purposes. Article III - Membership: All persons who are interested in promoting the goals of this association are eligible for membership. Each member in good standing shall be entitled to one vote. Article IV - Officers:Section 1. The Officers of the Association shall be a President, a Vice-President, a Secretary, and a Treasurer elected at the Annual Meeting.Section 2. The elected officers shall appoint three Directors. The four elected Officers and the three Directors make up the Executive Committee.Section 3. In addition, attending monthly meetings, there shall be a member of the Library's Board of Trustees, the Directing Librarian, Committee Chairmen, and up to twenty members of the Friends invited by the Executive Committee to participate as Representatives. Article V - Duties of Elected Officers: Section 1. The President shall preside at all meetings and appoint, in consultation with the Executive Board, three Directors, Committee Chairmen, and up to twenty Representatives. Three months prior to the Annual Meeting, the President shall appoint a Nominating Committee. The President shall prepare membership renewal letters to the members and to the business community prior to the Annual Meeting and shall write special reports, as required, for the Library's Newsletter. Section 2. The Vice-President shall preside at meetings in event of the President's absence, assist the President in appointments, and assist the Secretary with membership records. Section 3. The Secretary shall record attendance at all meetings, take minutes of meetings, keep and update the membership list (with addresses), notify members of the time and place of meetings and conduct the correspondence of the organization. Section 4. The Treasurer shall keep and maintain the financial records of the organization, report to the Board on finances, and pay bills. Checks issued in payment shall bear two signatures. The Executive Board shall designate the second signee. Article VI - The Executive Board: Section 1. The Executive Board shall consist of the four electedOfficers and the three appointed Directors. Section 2. The Executive Board has the authority to create committees consistent with the needs of the organization. Section 3. The Board shall meet monthly. Special meetings shall be called by the President. Section 4. Those attending monthly meetings will include amember of the Board of Library Trustees, the Librarian, Committee Chairmen, and the appointed Representatives. All members shall have a vote, except for the Librarian, but in case of a tie, the Executive Board will make the final decision. Article VII - Amendments: Amendments to the Constitution may be made at any meeting of the general membership by a two-thirds vote of those present.By-Laws Section 1. Dues shall be paid by the end of January each year. Types of memberships and dues are: Platinum $250 Gold $100 Silver $ 50 Bronze $ 25 Family $ 15 Individual $ 10 Junior $ 5 Dues shall cover administrative costs and be available for specialprograms and events as well as other requests from the Library. New members who join in October or later in the year shall have their membership extend through the next year. Section 2. Scheduled meetings shall consist of an Annual Meeting of the general membership on the last Monday of January each year, unless changed by a vote of the Board, and of Regular Meetings each month on the second Wednesday at 10:30 a.m. Special meetings of the Board and Committees shall occur as needed. Section 3. At the first Regular Board Meeting of each year (in February), the Executive Board shall choose Directors, Representatives, and Committee Chairs. The Treasurer and Secretary shall provide membership lists including lists of members who expressed an interest in serving on a committee. The President shall personally invite Directors and Committee Chairs. The Secretary shall send invitations to Representatives and ask them to respond. Positions should be filled by the March meeting. Section 4. Committees shall be Membership, Communication, Book Sales, Publicity, Programs, and Hospitality. 1. The Vice-President shall chair the Membership Committee and work with the Secretary in compiling a list of members, their mailing and on-line addresses, and their preferences for committee assignments. The Membership Committee shall help the President prepare membership renewal letters to send to old and prospective business leaders ( by November) and individual members ( in early January).
2. The Secretary shall chair the Communication Committee and prepare and send personal Thank-You notes to donors from Platinum to Bronze memberships. The Secretary shall also send out invitations, letters, and reminders of monthly meeting dates.
3. The Book Sale Committee shall consist of persons who work in the Book Room and with On-Line Sales. The Book Committee shall choose its Chairman from among their number. The Chair may prepare reports and requests for the Regular Meetings, but is not required to attend them. When a separate Book Sale Event is planned, all officers and members shall assist wherever they are needed.
4. The President with the assistance of the Executive Committee shall appoint Chairmen for the Publicity, Program, and Hospitality Committees.
5. The Publicity Committee shall prepare all media announcements for Special Events and Book Sales and report Friends' news in the Library Newsletter and Website.
6. The Program Committee shall research and make suggestions to the Board and to the Librarian for Special Programs during the year.
7. The Hospitality Committee shall see that refreshments and decorations are provided at events where they are required. Members at large will be recruited to help.
8. The President shall be an ex officio member of all committees.
Section 5. The By-Laws may be amended at any monthly meeting by a three-fifths vote of the members present, providing that the proposed amendments shall have been given to them at least thirty days in advance.
